The Department of Planning & Community Development is where you can find information about; Tourism, Land-Use Planning, Subdividing land, Zone Districts and the Zone Map, The Comprehensive Plan, Zoning Permits, The Zoning Ordinance, The Subdivision Ordinance, The Planning Commission or The Board of Zoning Appeals.

Tourism information can be found by visiting the tourism website at Tourism information is available at both the 1908 Courthouse and the Grayson County Courthouse lobby.

Zoning. In Grayson County there are different zone districts. If you need to determine a parcel’s zone district, please visit the website Make sure the overlay on the left hand side has zoning checked. Click on the button that has the question mark on it. This allows you to find the tax map number and the zone district. Or you can contact the Zoning Administrator at the information above. Once you know what zone you are in you can research what is allowed in your zone district.

The Zoning Ordinance is available at the Grayson County Courthouse in the Clerk of Court or the Zoning Department. A pdf of the document is available at the bottom of this page. Please reference the Zone District in addition to the General Requirements listed in Article III of the Ordinance. If you plan on building a structure in Grayson County, you will need a Zoning Permit. The Zoning Permit will need to be completed before you obtain your Building Permit. If you plan on doing both permits at the same time, we can usually accommodate this. The Zoning Application for a Zoning Permit can be found as a pdf below or at the Grayson County Building or Zoning Departments. Grayson County zoning is for the unincorporated areas, so if you are within the Town Limits of Fries, Troutdale or Independence you will need to contact them for their zoning regulations. Zoning Violations and Zoning Complaints can be given to the Zoning Administrator at the contact information above. Applications for Special Use Permits, Rezone and/or Variance are available in the Zoning Department or available in pdf format at the bottom of this page. If you are interested in applying for a Special Use Permit, Rezone or Variance, we kindly ask that you contact our office to discuss your application. There is a fee required for each type of application. Every person has the right to appeal the decision of the Zoning Administrator, the Grayson County Planning Commission, Board of Supervisors or Board of Zoning Appeals. To file an appeal please do so in accordance with the State Code of Virginia, 1950.

The Subdivision Ordinance pertains to the division of land in Grayson County. Before you plan on dividing property we ask that you review this document or contact the department to discuss your subdivision plans. The Subdivision Ordinance is available in the Zoning Department, The Clerk of Court, or as a pdf provided at the bottom of this page. The Subdivision Agent is required to sign all subdivision plats before they are recorded in the Clerk of Court. We kindly ask that you allow enough time for proper review. The Grayson County Planning Commission has been appointed by the Grayson County Board of Supervisors to develop land use policy through the development of the Grayson County Zoning and Subdivision Ordinance. The Planning Commission assists with the development of the Comprehensive Plan which creates the “road map” or long term vision of Grayson County. The Comprehensive Plan is available at the Zoning Department or as a pdf at the bottom of this page. The Planning Commission will review Class I and Class II Subdivision Plans, Special Use Permit and Rezone requests. Special Use Permits, Rezones and changes to the Subdivision or Zoning Ordinances and Comprehensive Plan will also require a review by the Grayson County Board of Supervisors before final approval is granted.

The Planning Commission meets the 3rd Tuesday of the month at 6:00 p.m. in the Board Room of the Grayson County Courthouse. At times when there is no business to be heard the Commission may not meet. Contact us if you need to confirm a meeting.

The Grayson County Board of Zoning Appeals is appointed by the Circuit Court to consider variances to the Grayson County Zoning Ordinance or to consider appeals of the Zoning Administrators decisions.

The Board of Zoning Appeals meets the 3rd Thursday of each month at 5:00 p.m. in the Board Room at the Grayson County Courthouse. Please call ahead if you need information about the meeting.
